PROTECTRAIL will be present at InnoTrans 2012

The project will be showcased from 18 to 21 September 2012.

During the InnoTrans 2012, PROTECTRAIL and SECUR-ED are organizing a Lunch & Presentation. The event will take place on Tuesday, 18 September from 12h30 to 13h45 at the UNIFE Stand, Hall 4.2, Stand 103.

The Lunch & Presentation will feature a short presentation on the PROTECTRAIL and SECUR-ED progress. This is a great opportunity to meet and discuss with some of the project partners.

PROTECTRAIL was presented at Transport Research Arena 2012 following the successful acceptance of conference paper submitted earlier in the year.

The conference took place at the Megaron Conference Centre in Athens on April 23, and PROTECTRAIL was on the main programme under Pillar III of Thematic Session 2: Railway safety and security. The presentation given by Franco Cataldo (UNIFE) included a general overview of the project as well as the current status of the project with the project being well received by the audience which consisted of a variety of stakeholders of EU transport research.

Transport Research Arena 2012 covered a wide spectrum of research and innovation activities, from basic sciences to application oriented engineering bringing together all the stakeholders of the transport system including road, maritime and rail.

Stakeholders Advisory & Validation Group

The stakeholders have to play a fundamental role within the project, not only as a source of requirements and experience, but also to verify and assess the effectiveness of the solutions proposed (technology, systems and organisation), developed and shown by demonstrators on several experimental sites.

For this purpose a Stakeholders Advisory & Validation Group (SA&VG) has been appointed for following the project over its entire life cycle (three years)

How the stakeholders are expected to contribute to Protectrail ?

SA&VG members are expected to contribute to the project development by:

sharing any real life experience they have and presenting their own requirements by answering questionnaires and agreeing to interviews, as well as by participating in workshops and open discussions;
contributing their own point of view and opinions on organisational aspects and the mutual involvement of all relevant subjects in order to provide a rapid and appropriate response to terrorism, vandalism and other criminal acts;
checking the documents released by the Protectrail partners and offering advice for improving their quality and the effectiveness of the solutions suggested;
verifying the goals of the demonstration phases and the demonstrators' results.

What the stakeholders can expect to receive from Protectrail ?

Stakeholders who join the group will be able:

to participate in a European Group in which extensive experience and many opinions will be shared between members. Moreover, this group will bring together different subjects which will contribute to an global common view on security problems and solutions;
to access all documents classified as “Non-confidential” and participate, playing a fundamental role, in the demonstrator stages.

Categories of members and goals

The members of SA&VG, selected mainly from European countries but also open globally, will be grouped into three different categories:

Railway companies (infrastructure managers and railway undertakings)
Authorities involved in security (police, representatives of interior ministries, emergency management, etc.)
Industries suppliers of security solutions

The goals of the group will be:

to support the production, prioritisation and refinement of requirements and specifications;
to provide advice on and feedback to the Protectrail sub-projects SP3, SP4 and SP5, which aim to provide technological and organisational solutions for both infrastructure and trains and to demonstrate them on experimental sites.

OBJECTIVES

to provide a viable integrated set of railway security solution, by considering:
- the extent of the assets involved,
- the nature of the possible threats,
- the amount of technical requirements and operational constraints.
The integration will follow an innovative way and will extend the scope of the project beyond the mission addressed by the EC call.
PROTECTRAIL will develop mission oriented solution vs. asset-specific threats and will make them interoperable by designing a modular architectural framework where each solution can be “plugged”.
PROTECTRAIL will also provide the basis for a streamlined process of federation, integration and interoperability of the developed solutions

The project will ensures that appropriate solutions and innovations are favored over isolated questionsand solution, and will represent a comprehensive and scalable answers to rail security.
The assumption made is that on this frame of solutions, each railway operator in Europe should be able to compose its integration of existing technological tools by using the same architecture according to its own needs, requirements and budget, and subsequently assess the security potential of the solution.
In the dissemination process the project will initiate a cooperation framework with the National and EU authorities and the standardization bodies, in view of future proposals for recommendations to be adopted, for enhancing security in railway context

APPROACH

PROTECTRAIL will tackle the railway security problem from a layered “system integration” perspective.
The concept of the project is to address this main goal by dividing the global mission into a limited number of submissions that respond to well identified needs/concerns of rail operators, within a framework of general coherence and integration of technical and organizational solutions.
Each sub-mission oriented solution will cover significant areas of interest, resulting both from specific risk analysis and from users priorities (rail operator and infrastructures managers).
By selecting the performance goals, for each sub mission will be defined, developed and demonstrated effective solutions in terms of system architecture, technology deployment, procedures, tools and organizations to manage specific threat scenarios.

track clearance
clearance of trains before and after daily use
staff clearance
luggage clearance control
passenger clearance control
freight clearance control
tracking and monitoring of rolling stock carrying dangerous goods
protection of communication and information systems
stations, buildings and infrastructure protection

EXPECTED RESULTS

The main scientific and technological expected results of the project are to:

develop an exhaustive common vision of actual and future risks regarding many different assets and regarding and assessing disparity aspects;
implement asset oriented integrated solutions (sub-mission level) based on
mature technologies;
integrate the asset oriented solutions and demonstrate a global architecture,
including modularity and interoperability;
derive from these results a future design for homogenous security.

The project will show the implementation potential of short/medium term solutions. The project will also vision out the development of prospected solutions to match the future challenges. The market up-take potential is guaranteed by the participation of:

main railway and security solutions suppliers, enhancing the capability of producing standard systems;
research groups
major railway operators (under-takings and infrastructure managers), guaranteeing that project solutions will satisfy user needs and fulfill railway requirements
railway organizations at EU and international level
